February 2018. I invite you to share with us your ideas about what we
should discuss during the conference ? what issues we have to figure out ?

Hi all,
In preparation for the upcoming Wikimedia Conference 2018 – which will take
place from April 20 to 22 in Berlin, Germany[1] – we again launch a call
for a “Visiting Wikimedian”. This initiative aims to transfer practical
knowledge from the German chapter to other Wikimedia movement affiliates
and provides us with an outside view.
The scope of a “Visiting Wikimedian” is mainly to support the organization
of the Wikimedia Conference in terms of logistics and program. The
“Visiting Wikimedian” will be involved in all essential steps of the
planning and organizing process and will be able to contribute in multiple
ways. We are open to designing the tasks together, according to the
Visiting Wikimedian’s skills and experiences and her or his affiliate’s
needs. We are especially looking for a person who can apply the knowledge
to an upcoming event, for example if the affiliate is hosting a regional or
international conference.

(Visiting Wikimedian from Wikimedia Estonia in 2016, [3]) and Davit Saroyan
(Visiting Wikimedian from Wikimedia Armenia in 2017, [4]) have both written

This is a proposed definition of Emerging Communities (to move away from
the awful Global North and Global South). I think it is a very
interesting proposition. Overall, I like it. The general concept. Quite
bold proposition actually. it could be a very useful tool for the grant
people to decide which places should be proactively supported and which
should only reactively be.
"The primary significance is that emerging communities will receive (in
varying degrees and according to further prioritization given limited
resources) deliberate and proactive attention from WMF program officers."
That would concern projects or languages, or countries. For example,
when it comes to projects, it would consider Wiktionary and Wikisource
as impactful emerging projects that needs proactive support. However,
Wikikbooks or Wikivoyage would not be included.
It is suggested to classify communities in 3 types. The developed. The
emerging. And the least developed.
Now... country-wise, Africa falls quite heavily in the last group. Most
of our active members are actually in emerging group, such as Algeria,
Ivory Coast, Ghana.... But many african countries obviously fall in the
" least developed". For example
* Uganda
* Mali
* Zimbabwe
* Malawi
* Ethiopia
* well, and the most part of Africa really On the way, I found out that
Martinique was proposed to be in the third group. Well, Martinique is
where my mom parents came from and I am completely sure that Martinique
is not a country. It has a special status but that's clearly France.
Beyond the joke... I think all of you should have a look at this page
and the thoughts proposed. In terms of model, that also mean that it
would favor "impactful efforts" over "emerging opportunities" Flo

I see your points but I disagree that a merit award like this is against
our values and the spirit of collaboration as a community/movement.
First, there is nothing wrong to honor any member of our community for
their standout contributions. Even at National level, individuals get
honoured for their contributions. I am aware that you were honored with
"Knight" in the French National Order of Merit as Chair of an international
organization (WMF). That's an achievement I am proud of. I do not see
anything wrong honoring anyone for the works they do.
Secondly, I don't see how gender would be a problem. It's a merit award and
not to celebrate anyone because they are male or female or because we want
to encourage a particular gender. The two winners of the Wikipedian of the
year award in 2016 for example were women and nobody said they emerged
because they are women. In 2012, User:Demmy, a Nigerian and a major
contributor to Yoruba Wikipedia was honored with the same award and nobody
said he was honored because he is a Nigerian. In 2017, Felix Nartey was
honored with the award, I didn't hear anymore saying he received the award
because he is an African or a Ghananian.
Lastly, the awardee may be nominated by someone who is familiar with their
work and recommend them for the award. A panel of jury comprising of
experience Wikipedian will review the nominees contributions, on-wiki and
off-wiki and pick the person who merit the award.
Flo, I apologize for citing your award. You are the only one I know who has
received such award.

Hi, idea sounds good but how to measure? We live and work in separate
environments, eg working in English, French, Arabic, Afrikaans or Swahili.
I definitely have candidates from Swahili wp, but nobody outside our
biotope pobably knows them.
On the other hand: if someone uploaded a few hundred photos to commons -
of which hardly any are used so far - has that contributed to growth?
We need some more ideas for that.

I saw yesterday the research output of African institutions about Wikipedia and other WIkimedia projects in Web of Science Core Collection. The query was:
