Do you know the average number of +1 reviews that developers have given
before they received +2 permissions? The current top reviewer has done 40
code reviews, but I don't know if this is a low/medium/high number.

It's not very performant but it works.
On the left you can filter on a specific reviewer (hover over the name
and select the "+" magnifier icon). After enough patience you can see
on the right the code repositories in which they have been reviewing
proposed patches in the timeframe defined in the upper right corner.
