The Discovery team has also investigated updating the footer and there are two tickets for possibly taking on this work to update the template (work to do https://phabricator.wikimedia.org/T142540 and community involvement https://phabricator.wikimedia.org/T142541).
To date, we haven't done much work or investigation on either ticket.

So the answer to your question is "a lot of different people". On the WMF side, I would say that probably no one "owns" the footers, but I would nominate the Reading team to address any issues (since they are most familiar with the mobile components). On the community side, you can check the histories of the following interface messages on a particular wiki:

- privacy
- aboutsite
- disclaimers
- contact
- wikimedia-developers
- wikimedia-cookiestatement
- mobile-frontend-view
