Platonides figured it out. Incredibly enough, in the half-sub-sub-version delta from 1.7.9.5 to 1.7.10, the behavior of git-clone was fixed so that it only fetches a single branch rather than all.
The workaround for git <1.7.10 is:
mkdir core; cd core git init git fetch --depth=1 https://gerrit.wikimedia.org/r/p/mediawiki/core.git master:refs/remotes/origin/master
This totally doesn't surprise me at all. Version numbers in Git don't reflect any sort of reality in terms of features or things to look forward to--if memory serves, a series of really bad performance regressions (and fixes) were introduced in the course of just 1.6.x.y.
