No, VisualEditor doesn't use this hook. Instead, it uses
JavaScript to
insert edit links and/or modify existing ones. The editor itself is
also entirely JavaScript-based. There is very little PHP code in the
VisualEditor extension and really all it does is load JavaScript code.
