BaseTemplateToolbox is the cleanest hook to use. There's also SkinTemplateToolboxEnd
which is hideous but existed before BaseTemplate.
So ideally use BaseTemplateToolbox, unless you happen to have an ancient pre-BaseTemplate
skin that's still hardcoding the toolbox.
