Yes, it is. The functionality is just the same as for custom editnotices. For example at deWP this was activated two days ago ( http://de.wikipedia.org/w/index.php?title=MediaWiki:Emailpagetext&diff=1... ).
Great! So I have just invented cold water, as we say in Hungary. On the other hand, my question was put in the right time. :-) So this is an adminwork, and does not require help of developers. Thank you very much!
