There is already the moodbar-admin permission, which is given to sysops by default. If enwiki wants to give this right to other users, then they can file a request in BZ like usual :)
On a minor sidenote: 'moodbar-admin' is an awful name for a userright and should be changed right away. Rights should be very specific and relate to one and only one action; something like 'admin' just opens
it
up
to being used for more than one actual permission.
