I'm already concerned that too many comments are being hidden without any good reason, particularly those associated with "sad" moods, I don't know that we really need to expand things any further. Is there any information available on the number of pageviews? Pageviews by those who are not logged in at the time of viewing?

don't know much context about moodbar, but that modification is rather simple, so if there were no concerns, we could do that?
There is already the moodbar-admin permission, which is given to sysops by default. If enwiki wants to give this right to other users, then they can file a request in BZ like usual :)
On a minor sidenote: 'moodbar-admin' is an awful name for a userright and should be changed right away. Rights should be very specific and relate to one and only one action; something like 'admin' just opens it
up
to being used for more than one actual permission.
