It was intended to replace selective undeletion as part of a large deletion
schema overhaul, which fell through, so there wasn't as much motivation to
get it in use. Also, I recall some enwiki admins saying that it still
needed more granularity for some hairy merge scenarios.

IIRC Aaron created that special page, left disabled by default as an
experimental feature, and I probably went "eeeeeh that sounds scary" and

never got back to making sure it was production-ready.
