Why wouldn't it? ODF uses UTF-8 internally...
UTF-8 itself is not enough. Everything must be thoroughly tested.
I tried to export the English Wikipedia article Holam, which has many
Hebrew and IPA words.
Export to PDF completely disregards RTL. (Some work is being done
about it and if i recall correctly, Wikimedia Israel is involved.)
Export to ODF also has some RTL issues and it doesn't preserve the
fonts of the original article and this may render words in foreign
languages, IPA etc. unreadable.
Export to openZIM produced the best result. I read it on the Kiwix
reader for Windows. Directionality was OK, the right font was used for
Hebrew, but a wrong one for IPA (it may have been hard for the
converter to understand it, because in the English Wikipedia IPA font
is applied by JS).
I will report these bugs (if they aren't reported already).
