I think his problem is that he wants to do that in several wikis (eg. create user pages on all wikis), so that would require a global bot flag. http://meta.wikimedia.org/wiki/Global_bots#Global_bots
However, that isn't allowed by the policy: "bot must only maintain interlanguage links or fix double-redirects"
That could be changed by community consensus, but i don't think it would be easy.
