It seems like this always comes up for a number of different things -- "global pages" for interwiki transclusion and interlanguage extension, just to name two recent ones -- maybe it's about time we actually make this? :-) I guess a list of things we'd put on this wiki would be a good first step.
- Gather a list of tech users[2] and invite them to the new wiki and/or
a mailing list.
