I don't think our goal should be to get hosts to upgrade to PHP5. I
doubt we'd be very effective at that at all. If there aren't a
substantial number of users still on PHP4, though, we may as well
remove the mention of 1.6 as a distraction, like for the benefit of
people who don't know what PHP version they have (but probably have
5). It hasn't been mentioned in the #mediawiki /topic for some time.
