Please spend some seconds to think about what we are speaking: At the moment a user needs to be logged-in and additionally he needs to enter the preferences menu (which is in English) and select a language he knows. But most people do not change the preferences. Most people are not even logged in. Most people do not even know English (at least 3/4 of the world's population). We render Commons unusable or at least less usable for at least 90% of the world.
I realize this is serious, but it's somewhat mitigated by the fact that Squid is only a limiting factor for anonymous users: we can still honor Accept-Language for logged-in users without affecting anything on the Squid side.
