Why not indeed? I'm planning a feature I call "micro-wikis" that allows anyone to create a sub-wiki of the main wiki.
How would a micro-wiki work? What would it provide? Why not just use the category system instead? :-) You could modify MediaWiki to allow searches, recent-changes-views, etc. to show content related to the category of your choice only. If the user interface for this category filter system were designed well, maybe it would be a better way to get what you want?
