A live mirror is not based on using dumps. A life mirror wants an update by
either crawling real time or by using the RSS feed to keep the system up to
date.

As far as you don't hit the wikipedia servers when crawling to populate
your cache. Get the dumps from
http://download.wikimedia.org/
Remember to state that the content is under GFDL and to credit the
authors.
