Done, I think - the autoconfirmed group membership can depend on edit
count, too, and semi-protection is just protection of pages against
non-autoconfirmed users.
Correct. I implemented this ($wgAutoConfirmCount) a few weeks ago, just
hasn't been activated on any wikis.
