this http://www.greatfirewallofchina.org/test/ does not make sense, because it also gives that www.gov.cn is blocked.

You are correct - some sites I tried which I can't imagine would be blocked showed as being blocked. This tool used to return reasonable results when I tried it last about a year ago. Sorry!
