Note that this is the Commons picture of the day, so a failure to generate a decent-sized thumbnail from it is rather serious from a user perspective, IMHO.
Swap death of the entire site is a pretty serious failure from a user perspective as well, hence the limit.
The problem should be fixed once we have the HTTP-based file repository backend finished and deployed, since we'll be able to control the number of parallel scaler processes and the machines they run on, independently of the main apache settings.
