I definitely could have been clearer - I'm only talking about the search bar. Similarly, MediaWIki's "case folding" (nice term) only takes place at the search level. Folding at the {{template call}} level would certainly be risky, as when one day someone actually implements {{template-call}}, all hell could break loose.
It wouldn't even have to be "folding" as such. It would still be beneficial just to alert the user "Page 'foo boo moo' doesn't exist, perhaps you meant 'foo-boo-moo'?".
I generally agree with the concerns about collapsing multiple inputs into one output.
