A weekly (or some other frequency) dump of stubs would circumvent this problem.
A weekly dump would probably be sufficient for bringing in fresh new stubs, but it might be irritating to have to wait a week for already-expanded stubs to disappear from the list.
I'm figuring that many of the existing stubs are on the list for a reason (i.e. nobody wants to expand them) and that a good portion of the stub expansion is happening to just the newest stubs.
So with a weekly-updated list, the dedicated group of stub expanders may find that most of the new interesting-sounding links end up taking them to articles that are no longer stubs. That would irritate me, I know.
