My edit toolbar is not visible on just safari.... It shows up on mozilla, ie, netscape, camino... Checked out wikipedia which uses mediawiki as well - I can see their edit toolbar.. Any ideas?

You have an old, buggy version of Safari. Upgrade to Mac OS 10.4 and/or install the updates trough Software Update; Safari 2.0 supports the toolbar functionality properly. (Some limited toolbar features were once supported on the old broken Safari but no longer is; only the actually functional toolbar is available to avoid confusion in current versions of MediaWiki.)

I am using Mac OS 10.4.8 Safari 2.0.4 Mediawiki 1.6.7
After googling, I found this: http://bugzilla.wikimedia.org/show_bug.cgi?id=4663.. Seems that it was fixed after 1.6? But the edit toolbar is still missing on my safari..

You're two major versions behind. Upgrade if you want to see fixes and features since then.

The reason we are unable to upgrade is because of the required php version. I am not capable of upgrading php on our system. Any other ways to work around this at all? Thank you all

Manually applying http://svn.wikimedia.org/viewvc/mediawiki?view=rev&revision=13689 to your install would probably work (assuming no major intervening changes, which I doubt there were).
