Shouldn't it have been replaced the first time?

Subject: [Wikitech-l] Faulty breaker replaced
The 800 amp breaker that failed twice on us has been replaced by the
datacenter
with a shiny new one.

That was also my thought.
I guess they act according to the motto "One time is never, two times is
always".
The first time they had the manufacturer running diagnostics on it and such.
Apparently it failed a second time before they were able to get the replacement
done. (Sure hope it's not part number AE-35...)
