This can actually be done with user/administrator javascript.
There is -- floating around, and I don't have a good cite -- some
javascript that hangs off the onChange of a checkbox on your page
(usually labelled with a "multiple pages" icon) which walks the DOM
looking for A HREF links and rewriting their TARGET; it's a very clever
approach, and one I recommend over merely *forcing* the issue, as I'm
one of the people whom it pisses off (see an earlier thread in our
archives for all the arguments).
If you do this, you probably want to default it to off, for all those
same reasons.
If you meant, instead, "how do I make certain, specific, external links
open in a new window" then I think the answer is "you can't do that
from wikitext."
