In the last few days I've noticed sporadically that API calls time out on Wikimedia Commons and also that sometimes file downloads from Wikimedia Commons are really slow. Are there any performance problems going on?

In the moment, there are (or were?) API problems, possibly because someone or something flooded it.

Is this the problem that broke InstantCommons for pretty much everyone a few days ago?

If the API for Commons was broken, then yes, that would break InstantCommons.
Also: define "break." Did it at least fail in some graceful way? If not, then that needs fixing :)

Images on rationalwiki.org stopped working (as they fell out of the cache) and the wiki behaved as though there was no such image, which is not graceful. It's running 1.14.1.
