The code that you're using is actually part of the syntax for creating
tables in HTML pages, so it's just showing up as text because you're not
writing out the entire syntax: see
<http://meta.wikimedia.org/wiki/Help:Table> for details on that.
If you'd like to just format a chunk of text without creating a table
(recommended unless you're actually formatting some tabular data), then
you can use something like this:
<div align="left" width="35%" style="background-color:#FFF7F7;
border-bottom:1px solid #AA8888; border-top:1px solid #AA8888;
padding-top:5px; padding-right:10px; padding-left:10px;
padding-bottom:10px;">
Your text here...
</div>
