I don't remember the specific configuration settings, but you'll find that there are configuration settings in MoodBar.php to do this.

I checked MoodBar.php again diligently, but couldn't find such a setting. Did I miss it?
We went now in the code and made a few ugly hacks allowing anonymous commenting, but that's an undesirable state.
