I have changed the name of the category namespace in the Frisian language file; could it be made live? What else do I need to do?
Also, there is a wish to change the User: namespace from 'Brûker' to 'Meidogger'. However, for this they want the old name to remain as an alternative (like the English names are currently alternatives on all wikis). How would that be done?

Looks like you changed the category namespace's name. This must not be made live until a compatibility use for the old name has been added.
You've also corrupted the file by adding a UTF-8 byte order mark at the start of the file, which can break some HTTP output. Take that out.
Note too that we're no longer making any changes to 1.3 other than security fixes, and none of our wikis are still running it. You should revert the change from REL1_3 and commit fixed changes in HEAD and REL1_4 instead.

See for example getNsIndex() in LanguageFr.php; you'd add extra checks there for the alternate names.

The old name was a mistake. fy: is not using the category mechanism, the reason being that the namespace name is wrong.

I didn't. Maybe my editor did.

Ok, I made another try...

You're the one who edited it and checked it in. It's your responsibility to make sure that your tools aren't corrupting the file in this process.

Please revert your checkin on the REL1_3 branch, and remove the initial byte order mark from the files on REL1_4 and HEAD.
