YuviPanda, prtksxna, and myself (with help from Tim and Aaron) have been working the UrlShortener extension, which is designed to implement the URL shortener RfC[1] (specifically Tim's implementation suggestion).
I've filed T108557[2] to deploy the extension to Wikimedia wikis. We'd like to use the "w.wiki" short domain, which the WMF is already in control of.
A test wiki has been set up mimicking what Wikimedia's configuration would be like: http://urlshortener.wmflabs.org/, and has an accompanying "short" domain at us.wmflabs.org (e.g. http://us.wmflabs.org/3). Please play with it and report any bugs you might find :)

I have a use case for which Wikimedia shortlinks that could be edited (to adapt to the changing locations of intended targets) could be useful. However, http://urlshortener.wmflabs.org/ comes with the disclaimer "DO NOT USE THIS SITE FOR ANYTHING OTHER THAN TESTING. IT WILL GO AWAY." Is there any chance of having a stable long-term URL shortener in the next few months?

Yeah, don't use that site. I actually just deleted it, it's no longer needed for testing. The actual w.wiki based URL shortener is going to happen Real Soon Now™. It was supposed to be after Wikimania except a few other bugs have popped up since then that are being worked on.

Hi, just pinging to ask how this is coming along. I see https://phabricator.wikimedia.org/T44085 and https://phabricator.wikimedia.org/T147887. It looks like there is a restricted task that might be blocking progress. Any idea when the issue(s) will be resolved so that the URL shortener can go live?

The restricted task there is actually a straight duplicate of T44085 (it's closed and marked as such). It's private because it was imported from the internal RT issue tracker as part of the migration ot Phabricator. I removed it as a blocker.
