Given that Flow data isn't being stored in the normal page storage
system, it probably won't go into the XML dumps. Based on [2] it looks
like the plan was to have custom XML dumps, but I think we'd now
probably use JSON like the Wikidata dumps.

records?
Don't think so. The current dumps on projects using Flow will probably
reference Flow boards, but not contain their content.
If not, can you forecast when Flow will appear in the
dumps?
I don't know when dumps of Flow will become available, but [3] is the
tracking ticket for it.
