Yes, theoretically, you could use the namespace manager (or the existing
$wgExtraNamespaces) to create custom namespaces for language variants.
As a long term solution, however, I think you'd want something like the
functionality of
http://meta.wikimedia.org/wiki/Multilingual_MediaWiki for a subset of
languages/variants, because logically, a language is different from a
namespace. For example, you might want to have user pages in all those
language variants, and policy pages, and so forth - if you do this on
the namespace level, it quickly ceases to be manageable. You also want
interlanguage-link like functionality, and more features related
specifically to languages, rather than namespaces.
