IIRC Aaron created that special page, left disabled by default as an experimental feature, and I probably went "eeeeeh that sounds scary" and we never got back to making sure it was production-ready.
Probably should get picked back up and polished off at some point...

It was intended to replace selective undeletion as part of a large deletion schema overhaul, which fell through, so there wasn't as much motivation to get it in use. Also, I recall some enwiki admins saying that it still needed more granularity for some hairy merge scenarios.
