I suppose another option for sysops would be fine at contribs. Though not
all sites may store are care for deleted edits. I'm not sure how useful it
would be in the core. Whatever.

This seems like a pretty weirdly specialized hook point to me. I'd
rather ditch the hook and just see DeletedContributions merged into
core; the only reason it wasn't already was that the indexes weren't
there.
That's fine by me -- the hook is, however, needed if we want
DeletedContributions to remain an extension. If it's in the core I can't
imagine much use that could be gotten out of it.
