I assume he's thinking in terms of the two queries, although we could merge them into a single page using a UNION.

That's fine by me -- the hook is, however, needed if we want DeletedContributions to remain an extension. If it's in the core I can't imagine much use that could be gotten out of it.

I suppose another option for sysops would be fine at contribs. Though not all sites may store are care for deleted edits. I'm not sure how useful it would be in the core. Whatever.
