I think it might be a little easier to handle if it's just presented as a textarea. Instead of going through "import" and "export" processes, you could just edit the list directly.
This would be really handy for bulk-*unwatch*es also. You could clear your whole list or do search-and-replace to remove a lot of pages.

All right, here's a suggestion, then; let's gut the existing watchlist editor and offer two modes; the existing "show it all with checkboxes to remove" mode, and a mode where the whole thing is exposed as a plain list of titles, and can be butchered to the user's content. How does that sound?

I dislike that page, because it's confusing and presents irrelevant information; the actual acceptable parameters to index.php are very much context-sensitive, with two global exceptions for the most part: "title" and "action".
This is in fact well-documented at http://www.mediawiki.org/wiki/Manual:Watchlist. I've also made some screenshots of the three editing modes available if someone can think of a nice way to get them onto the page without cluttering it up.
