As for implementing it in the software as an configurable option, I think it's a good thing. But I think it would a shame to institute this in blanket form on Wikipedia itself.

My experience is that spam gets cleaned up very quickly.

Conversely, I find pleasure in adding legitimate external links, knowing it will help raise the page rank of those sites.
