Not exactly as such; the shared upload feature (which we use for
Commons) allows you to *use* any image from the shared image wiki on any
of the other local wikis transparently.
What you can do easily is replace the upload link to point you over to
the common upload wiki. (It's a config var to override the URL for the
link.)
If you want the shared upload form to appear *in each individual local
wiki* then you'd have to do a little more work, I guess, to make sure
things are saved and logged in the right places.
