$wgMaximumMovedPages doesn't really seem like a good name. Perhaps $wgSubpageMoveLimit or something is better?

It would be more convenient if you quoted the actual changed lines when responding to the commit mailing, as for instance Brion does, rather than forcing people to follow a link which in any case leads to changes to an entire file.
Currently the limit is not just on subpages, so anything with "subpage" in it is a bad name (it includes the page itself and the talk page). It might be best to change it to a subpage-based limit (i.e., the talk page gets an automatic pass), and note the limit in the message displayed next to the checkbox. I might do that. $wgMovePageLimit might be clearer, indicating it's MovePage-specific; or $wgMove(Subp|P)agesLimit to be like $wgDeleteRevisionsLimit.
