If your web browser displays an "Internal Server Error" when trying to access https://phabricator.wikimedia.org/T246435 , then you might run into T246923 which is called "Phabricator is inaccessible from Egypt: HTTP 501 error". That is due to a blocked IP address range.
You may have to use a proxy or VPN connection to access Phabricator. :/
