The 1.39.0-wmf.8 version of MediaWiki is blocked[0].

The new version is deployed to testwikis[1], but can proceed no further until these issues are resolved:

* Fatal exception of type "UnexpectedValueException" when attempting to block - https://phabricator.wikimedia.org/T305786 * Templates get transcluded in (un)delete reason for associated talk \ page - https://phabricator.wikimedia.org/T306431

Once these issues are resolved, train can resume. If these issues are resolved on a Friday the train will resume Monday.
