I have searched through Wikipedia and Meta for the last hour or so and can't find it: - how do you change the upload limit of 2 MB?
I assume it is in LocalSettings.php or somewhere, but I couldn't find it there either.

Is there such a limit? From reading the source code, it seems there is only a warning if a file is large, not a definite limit.
Correspondingly, the variable is called $wgUploadSizeWarning, and is set to 150000 (150 KB) in DefaultSettings.php.

Look into your PHP settings, there's a hard limit for POST file upload: upload_max_filesize = 2M
