Admittedly, people don't tend to do that unless they (a) know Wikipedia and how it works, and (b) have reason to believe that the article might be a in vandalised state.

One can't tell on the face of it. On the [[Fidel Castro]] article his birth year is periodically changed between 1926 and 1927, presumably becaus the sources vary. This should be a relatively uncontroversial fact in a biography for a controversial person. If I assume good faith both parties probably think they are making a correction, and are getting their information from different sources. The sources probably need to be tracked down, and documented.

A hard banned user is fond of doing this sort of thing. In that case it's most definitely vandalism. There is no way to tell without verifying it. That's why on en we have [[en:Wikipedia:RC patrol]]
