They should be placed at http://lmo.wikipedia.org/languages/MessageLmo.php but you can't write to it. A developer with server access would be needed to change that file.

You have to submit a bug report so we can add support for Lmo language in MediaWiki.
Just open a bug on http://bugzilla.wikimedia.org/ with a title like 'Support for Lmo language' and attach the two files. Make sure they are encoded using utf-8.
