I've just subscribed to this list. I'm already on Foundation-l and the mailing list for Wikimedia UK. I've joined here as I am hoping to get some technical insights and ask a few questions as a result of my participation in the Strategy process.
But before I do that I have some newbie questions:
Is there a FAQ for this mailing list?
Can I assume the WMF staff tech team [1] is subscribed to this list?

This list is mostly for two things: 1) discussing technical details of MediaWiki (proposing changes to get feedback, announcing high-impact changes, etc.). This is mostly communication between experienced developers 2) relatively difficult and/or technical questions about MediaWiki (usually posed by less experienced developers and answered by experienced ones, but even the most experienced of us ask questions sometimes). Easy questions go to mediawiki-l

Nope.

Probably not every single person there reads this list daily, but generally yes.
