You can already ban logged in users on fr:, it's just that no-one bothered to tell the French that. It's just a matter of translating the interface. For example where it used to say "blocked IP addresses", it should now say "blocked users" or "blocked usernames and IP addresses".
I should reiterate that this feature should only be used for preventing "simple vandalism", or enforcing bans approved by Jimbo.

Anthere is completely right about that. I can listen to people who I trust, Anthere included among a few others, but really I couldn't do much more than that.
I really investigate pretty hard before I agree to bans, and I can't do that at all in other languages.
It is actually likely, therefore, that other languages are going to need 'arbitration committees' long before English really HAS to have it.
