Not true. Wikitech is for MediaWiki development, which includes WMF infrastructure talk, as well as non-WMF-specific development talk.
In terms of the original question, this might or might not be the right list, depending on what was actually being asked (the question isn't at all clear). mediawiki-l might be more appropriate if this is a 'how to use' question, or possibly a site-specific list if related to a specific site (e.g. enwiki), but if they are trying to hack the mobile skin, or create a new mobile skin, then this may well be the right place.
