For starters the current is wrong. It actually list old unreviewed pages and not old reviewed pages. Not all wikis uses the Pending Changes model of configuration for FlaggedRevs, so the name Special:PendingChanges wouldn't make sense there. Something like Special:PagesNeedingReview might work for both groups.

AFAIK that only works per-language, not per-wiki, so that would cause problems when e.g. enwiki and enwikinews use different models.

I know it can be done with a alias as shown in Bug 19618[1] but that was recommended against being done.
