Announce-l isn't a discussion list, it forwards everything to wikimedia-l (or whatever that list is called) which isn't technical at all. Annouce-l shouldn't be used for Announcements.
Thanks for catching that! For the follow-up "non-technical" community we'll plan to email wikimedia-l (broader discussion) instead of wikimediannounce-l (low volume non-technical).
