How about Wikipolicy-l ?
We don't need a policy list. We don't even need the international list. All we need are the language-specific lists and a meta-list for coordination. The meta-list should be wikipedia-l. Oh, and of course wikitech-l.
Traffic on wikipedia-l is currently high because stuff related to the English wiki only, esp. admin requests, goes there as well as policy discussions. If we separate the two, traffic should be manageable.
Too many lists are almost never a good idea, it makes it very hard to follow important ideas. Only when there is a clear distinction (I don't care about Poland's WP problems unless they are related to the code) we should separate. The intwiki-l goals are not sufficiently distinct from a policy-only wikipedia-l to warrant separation.
Ed, if you say you're willing to moderate, I hope you're only referring to form, not content. Much as I appreciate your hard work, I do not want you (or almost anyone) to be the lone moderator of the content.
